Kulevi Oil Refinery – Delivering Excellence in Oil Procurement,
Processing, and Supply
Kulevi Oil Refinery is a transformative industrial venture
located on the Black Sea coast of Georgia, marking the country’s entry into the
world of advanced oil refining. Developed by Black Sea Petroleum LLC,
this state-of-the-art facility represents the largest private investment
in Georgia’s history, valued at over USD 700 million.
Strategically positioned near the Kulevi Oil Terminal, the
refinery serves as a regional hub for crude oil processing and refined product
exports to Europe, the Mediterranean, and Central Asia. Its establishment
reflects not only a bold vision for Georgia’s energy independence but also a
vital step in integrating the country into global energy supply chains.
What We Do
Kulevi Oil Refinery is designed to perform full-cycle refining
operations, converting crude oil into high-quality refined petroleum
